Expansive clay soaks up water and swells. Then it dries out and shrinks. That back and forth pries cracks open from underneath, well before any traffic wears out the surface.

Then there's water, which is the other half of it. A road that holds water along the shoulder is a road with moisture wicking under the base, and once that base turns to pudding the asphalt starts flexing. Alligator cracking shows up next. After that, patches.
